@skyding8962 There may or may not be a program named HAARP. Even if there is I don't believe that it can do all the things that many claim that it can. For example I don't believe that it can cause Earthquakes or open portals to another dimension. From what I heard,IHMO, that is in the realm of reality, it is some type of radar for tracking.
