@tencents6 Patton, in this scene, is referencing the fact that he read Rommel's book, 'Infantry Attacks'. More metaphorically, though, he means that he knows what Rommel is doing on the battlefield.

Linkara uses it mostly when plans in comic books make no sense or are just plain stupid, as a sort of joke that they seem brilliant to the people planning them.
