From what I can tell, Iblis and Mephiles each represent a different part of Solaris. Mephiles bieng it's intelligence, bieng able to manipulate people, and Iblis is the brawn, representing Solaris's strengh.

I just realized something, in this part of the story, Iblis gets beaten 2 times in a row. First time by Silver at the beginning of his story then by Sonic/Shadow. What a weak excuse for a villian and he's the destroyer of the world? WTF?
