How about... No filter....
That being said, they spend over $20Million making a firewall(Filter) for the Education department (High Schools and TAFE), yet it took TAFE students under an hour to break.
I don't have any fear to be honest.

Gener1KGaming, what jimboot was trying to illustrate is that the Censordyne "toothpaste like" filtering would be more effective than the proposed filter by Senator Con-Artist.
