Hakuba, he's a character from Gosho-sensei's manga "Magic Kaito" in which Kid (or Kaito Kuroba) is the main character. He's the genius detective that's closest to finding out Kid's identity.

I think he's really only made one or two appearances in Detective Conan... he doesn't cameo near as much as Kid-sama does. <3
