That speech at the end is President Eisenhower giving his farewell speech. He talks about the Military Industrial Complex. which he came up with. He warned us not to get caught up with foregin affairs which caused war during his time, and has for us now. So, i think the meaning of this song has to do with that and the ending of this world as we speak, literally.
