It wasn't a parody as much as a crossover. The critic was a creation of some of the Simpson's writers and a lot of people worked on both shows. Similar to the relationship between say "The Flintstones" and "The Jetsons". Which is why that crossover cartoon is referenced. It's on TV right before the critic walks in and Bart says "Uh oh, I think I smell another crappy cartoon crossover." The critic just gave them full creative license.

Forrest Gump ended in September 1982. Clinton was inauguarted in '93 less than 11 years later. In '93, Gump would be about 49-50 years old, not unreasonable for his appearance in the film (the film's use of Hanks as a 17-18 year old Gump was worse, IMO).

I like the use of Clinton as a "new Bubba," and the interesting contrast, even if it's not mentioned of utilizing the Bubba nickname to compare him to Forrest Gump.

Plus, making Clinton seem dumber or equal to Gump is humorous satire.
