The carmelization is not what adds to the carbs - the actual veggies themselves have carbs (whether they get brown and carmelized or not), but you're splitting this into 4-6 servings so the carbs are going to be spread out across the # of servings. The tomatoes also add carbs, but this has way less carbs than a recipe with kidney beans! If you are concerned about the amount of carbs, you could reduce the amount of onion used and pick the lowest carb tomato sauce you can find.
Doesn't the green pepper and onion caramelize and bumping up the carbs a lot?
