She's just using the cold water to propagate sound waves faster. Hot water or steam vapours would only dampen her voice and it would sound all dull, as if singing from within a coffin, or chocking by a strangulation.

Winter is also for practice of voice and high notes. She needs her head dry to focus on professional singing. Not like wet cat.
