It took place during the civil war while the rest of the films took place during reconstruction or later. Angel Eyes was killed in GBU therefore making it impossible for Mortimer, (we can assume a Civil War veteran) to be Angel Eyes.

Another interesting point is that ONCE UPON A TIME IN THE WEST was supposed to be the follow-up to GOOD, BAD AND UGLY - ie Clint's character had to lose his money somehow.. maybe in building a railroad station? This would explain why in FISTFUL OF DOLLARS his is dirt broke. Also, remember when in FOD he says to the woman he helps "I once knew someone who needed help but there was nobody there to help"?
