It seems to me that The Creative Assembly is preparing for Victoria: Total War.
They certainly wouldn't go to all this work (overhauling infantry and naval tactics to such an extent, and adding such features as naval bombardments (on the field and on the map), naval sieges, semi-modern arms, et cetera) just for a one-off expansion.
I wish they actually told us how the Pre Order factions are different rather than slapping on some arbritrary flavour text and leaving it like that...

When i said 3 same game i mean the total war shogun 2 fall of the samurai-preorder has 3 different version one for sega, one fore retail-store, one for steam. Each of them allows one extra faction. So If you want all 3 faction, you have to buy same game 3 time through different place which i believe is not really admirable decision.
Or you wait a few months and the other packs will be released as seperate DLC for like 3 bucks each. Just like with the Hattori that were originally only avaiable for people buying the limited edition of SHogun 2.

@LuccaLM A standalone expansion means you don't need the base game. But that doesn't mean it isn't a expansion pack. Company of Heroes opposing Fronts is a standalone expansion for another example. But don't take my word for it: "Full Stand-alone Expansion to Total War: SHOGUN 2 Concludes the Epic Saga of Samurai-era Japan!" Is also on the main webpage of the site. -.totalwar.com

Japan was a "unified country" under one figurehead Emperor but most executive power lay in the hands of the Shogun(kinda like Metternich under the Habsburgs or Bismarck under the Hohenzollers) and each Diamyo(leading a family/clan/tribe) had control over his lands and serfs, in a Feudal System similar to that of West-Central Europe.
But still they were all Japanese and considered themselves to be so.
Who says your bow cav will be able to kite anymore? Those are rifles, not smoothbore matchlock muskets. Also, field guns. Gotta love artillery. It adds dignity to what would otherwise be a vulgar brawl. :p

Not at all before the Boshin War began it was England who supported the Emperor and France the Shogun. Some French officers even defected to fight for the Shogun. The fictional character of Nathan Algren was inspired by one of these French officers, Jules Brunet.
It's the Imperial Army during the Meiji Era which relied on Prussia as a model for its military.
The US were irrevelant in the Boshin War, you can't sell a wargame in the US without the US being the guest star though..
