Real credit must derive from real savings. The Fed can't replace real loanable funds, i.e. saved capital, by creating phony credit by banking procedures. Also, there was a depression in 1920-'21 that was worse in the first year than the crash of '29. The difference in duration was the govt.'s response.

The depression had been going on since 1920, as bank after bank closed down and farmers were also not able to make a living in the 1920s after the war ended because of over-production..
