When the words interchange, both words use different meanings when in the underground and when in the mainstream. There is no contradiction. The original punks were the garage rockers of the 1960s who wanted to be The Stones and The Beatles but were too amateurish or raw. The "anti-establishment" angle was attached later. Take this song for example, which blatantly quotes Hang On Sloopy which was actually a 60s version of pop-punk.
