The "anti-establishment" angle was attached later. Take this song for example, which blatantly quotes Hang On Sloopy which was actually a 60s version of pop-punk.
Although garage was similar to punk, and even influenced punk, it might be more careful to keep this 60's genre out of the decade called the 70's which gave punk rock a name as a focus for a legit genre of rock n roll. all rock genres are influential and similar. in the end, it's all rock n roll. but lets draw the line somewhere.
Anyways, pop-punk is legitiment. just because pop was in the mainstream doesnt mean it's not punk. pop is just a term interpreted many different ways even outside the mainstream, just like this guy who tried to describe" garage "as purely "punk". You should also know that "punk" was also a mainstream term to popularize the genre in the first place. i guess "Hardcore punk "is a contradiction in terms also. thats "punk" enough i'm sure.
