According to Muppet Wiki, Rowlf was never retired, but he was kept in the background as a tribute to Jim Henson. :-)

For years he was not used much because they felt that there wasn't a suitable and appropriate performer up for the task...Until recent years of course.

Awesome! It's awesome that they managed to find a good voice actor for Rowlf. The Muppeteers couldn't find anyone they felt could do his voice right, so Rowlf was silent for years! WOOHOO!

Actually, Tom Kenny is not the voice of Rizzo the rat. Its Mupper performer Steve Whitmire doing the rat and not just the voice, he is also puppeteering the character. :)

But I agree though, Tom Kenny is a great voice actor.
