Our gov's been saying the same sort of shit lately. My interpretation: We (have been financially induced to) want to borrow more money, in your name, to build stuff like ports and tollways we can later hand over to private (most often foreign) entities to pay down YOUR outrageous debts with, leaving you a coolie in your own country.
