It's string skipping. He does a similar thing in "Sign of revolution" and "Quiet Wish"

@TheOllieB Actually it's not really string skipping. He's only going back and forth between the highest two strings. For the most part it's him stretching his pinky and pedaling back to where his index finger is fretted, while also hitting the string directly below. No skips involved.

i see where youre comin from- I was wrong about it being string skipping, but it sounds like he progresses down to about the d string in the way you described.
