I believe they're just concerned about where the Marshes are getting all the gold. Since the place has no mine and no real production, all that money looks more than a little suspicious. Plus the place has a reputation for visitors 'disappearing', so it just eventually got bad enough that the government decided to look into the situation.
It also might be the fact that to them, there is a strange disease spreads and infecting the citizens, giving them a sicking look and also making them into fishmen I suppose.
Here is what I wonder at the moment...What the hell were those alien things in the begining and during the dream at the begining of attack of the fishmen? Hydra and Dagon?
