It is two hits in MLG because they changed the ball and flag carrier damage to 50%. Try shooting a rocket at someone decently far away, MLG settings, and picking up ball/flag before it hits. You'll be amazed.

As for the 4-shot, how do you get 4 bursts of 3 to equal 14? You need 11 of 12 shots to kill, with the last two in the head.
