They're not level 80. They're level 60. Look at the status tabs on the bottom right hand corner a bit closer.

This is the gear pre-made level 60 characters on the Public Test Realm had during testing of patch 1.12. I know, because I tested during that time.

a raptor mount is a droup. its rare, but you can get it. my gnome friend on a real server has one.
