A tributary is small streams or rivers that join to form a larger one. A delta is where a river ends and merges with a larger body of water. Ogoniland is rich in fertile soil since it is at the mouth of the Niger River, so if you refer to an area as Niger-delta then Ogoni is in the Niger delta because Ogoniland is part of the delta.

Geographically, Ogoniland should be in a place you call Niger delta (because you said N**** DELTA) , but politcally it may be excluded from "an area" you choose to call the Niger delta. You might want to go by a criteria using the area of "tributaries of the Niger River" WITHIN NIGERIA, EXCLUDING THE DELTA, but then you shouldn't call it Niger-DELTA because you bring in confusion. The confusion becomes more plausible since the peoples are already linked.

Today Port Harcourt includes, Eleme ( Ogoni ) Abuloma ( Okrika ) Borokiri ( Okrika) Diobu ( Rebisi) Port Harcourt city itself ( Okrika )  and the Northern new settlements today which are all Ikwere land.
