Yes this is a shelf cloud. A shelf cloud is formed from the outflow winds of a strong thunderstorm. They do occur frequently in derecho situations, since derechos are usually fast moving, and contain reasonably strong outflow winds. I would have to see a radar image of this event to prove it was a derecho, since a derecho is a large line of thunderstorms that have bowed out in the middle. These are also sometimes called bow echos.
We were at a baseball game in Crestwood and we saw that thing coming our way. I asked my dad if I could take a picture with his phone and he told me "No way!" He's still not hearing the end of that one ;)
