yes, Legolas cannot fight, ever. Try as many times as you like, he will NEVER attack, on his own or otherwise... essentially making him a completely useless character, except for maybe fodder to protect your characters who can fight. Wtf where they thinking?!
These videos make me want to go back and complete this impossible game. I spent so many hours back in my day on this. Super fun, nice music, but IMPOSSIBLE.
Also a minor correction to the LPer.. its pronounced Leg-olas (leg as in the joints you use to walk with) not lee-golas
also... about the point that I find out that Legolas, Gandolf and Borimer (however you spell his name) doesn't join the party in this game is about the point that I'd stop playing all together... such blasphemy to the Tolkien literature!
The only troll-related thing around this stage that I remember in the book is that they came across the trolls that were turned to stone in The Hobbit.
Also, as I recall, in the book the elf they meet between Bree and Rivendell is not Legolas but someone else entirely. Legolas is introduced in Rivendell and this other elf departs there and is never mentioned again.

lol the fast music through the Trollshaws along with the speeded up animation gives it the appearance of a Benny Hill skit.

in the book it was an elf but not Legolas
