The reason the UN has liitle power is because powerfull nations like the US, Germany, France and Russia (also China) will do whatever they want even if it means ignoring the UN. I don't agree that man is the cause of climate change and there is no way the UN should override national leaders on this. However, he is a very eloquent and intelligent man and you could see his justifiable anger & dismay in 2003 when the Iraq war was launched.
