Having a brig necessitates having an armed officer or officers on each train, so I guess you're OK with the fare increase for modifications and salaries. It is also not possible to effectively patrol a train, except perhaps during off-peak operation. I think you should try and count how many trains stop at Jamaica every 24 hours.
