I doubt it, but composers often borrowed from themselves and others, but not an entire aria. Just a bar or two, certain endings, runs, and especially the embellishments. But I can see why you thought you heard it elsewhere. Certain things sound so similar, at least in style, from the same composer.
There was no copyright law in Handel's day. Intellectual property was not recognized as it is today. Physical property can be easily established, but intellectual property is more difficult.
Handel spoke (and wrote) three languages: German, Italian, and English. "Julius Caesar" was written in Italian, "Messiah" was in English. A literal translation would not work well, but a translation that is freer, but maintains the general sense of th original would work better.

The air of Iris in "Semele", "from mortal cares retiring" sounds a tad like Achilla's "Dal fugor di questa spada" but not this aria.

He's sings it very beautifully, pity that the effect of an aria is always tarnished when sung in a language understandable.
