actually it means "very very very fast".... precipitare is the action falling very fast, precipitevole is the adjective, precipitevolissimevole is the adjective with a "very" before, precipitevolissimevolmente is the adverb. But it is grammatically wrong, it's just a joke :)... the correct form would be "precipitosamente", but precipitevolissimevolmente is nicer :D

The grammatical derivation of the word:
Precipitare -> To precipitate (used for people or solid things that are falling, like an airplane)
Precipitevole -> Adjective (only formally existing, u can't use it) saying that it's easy to precipitate from that thing
Precipitevolissimevole -> Superlative absolute of Precipitevole
Precipitevolissimevolmente -> Adverb ( replace the "e" with "mente" ).
