This boat is the Archangel prototype, which ended up as a joint partnership vessel in Bodega Bay between the sheriff's office and University of California. It's not related at all to the RBS program, except for the same manufacturer (SAFE Boats). I would know because I worked on that specific boat, and had time at the helm of it.
a couple of years back the coast guard solicited for a boat that had a certain amount of abilities. this is one that was built but didnt win the contract. the current 45 rbm won the contract. a few small boat stations got these, the rbm and the other prototype that was built. my station got one of these and it was slower than the speed of smell. they said it was supposed to have over 2000 hp and do over 45 knots, but cummins wouldnt warranty their engine for that amount of power.
That works by creating a major difference between the center of bouyance and the center of gravity when it is flipped. Normally, the center of bouyance is higher than the center of gravity. The CG's boats mantain this even when flipped, causing it to want to right itself. The wheel house has nothing to do with self-righting properties, just protecting the crews.
Yes, the buoyancy of the wheelhouse is a big part of it. You can see how the bow rides right up out of the water as the house submerges. All the weight of the hull, engines, etc. perched up high on the buoyancy of the wheelhouse makes a very unstable situation, and over she goes. The sheer is so flat, without the house she could be pretty stable upside-down.
