There's more to Jazz than just improv. Composers such as Duke Ellington and Charles Mingus wrote occasional Jazz compositions practically devoid of improv. The real challenge comes when a composer integrates improv into a piece, merging Jazz composition and improv in the act of creativity. This piece was Ben Folds and was arranged for the purpose of his cover album, "University A Cappella". Listen to the other CSUS YouTube posts - there's plenty of improv. CSUS has won many Down Beat awards.
