It is a closed loop steam system. 212 Deg/f at boiling. Superheated to become 99.9% moisture free so as to not damage the blades of the turbine. The turbine exhaust is under a vacuum to entrain used steam over condenser tubes into a hotwell. Where pumps move the water to a deaerating feed tank which atomizes scrubs the water of dissolved oxygen. The water is then moved back into the feed stage and closed loop process begins again.
The fact that solar thermal replaces any requirement for a costly process of extracting potential chemical to kinetic energy is a convincing argument in and of itself.
But couple this idea with a desalination plant and water is no longer a problem.
I forgot to mention altitude. The the higher the altitude of the solar thermal plant reduces the amount of solar (potential kinetic) energy required to heat the water due to the pressure/temperature relationship based on 14.7 psia at sea level.
Additionally, geo-thermal concepts can be employed to have a natural continuous pre-heating and cooling of the feed water/steam.
