Good question :D Maybe he does it because he wants to get rid of Eustace fast and that wouldn't happen if they started to eat together.

Or maybe Cromwell's just stingy. It might be possible, because he obviously spares candles. You see, this is not the only time when we see him sitting in the dark. Not good for his eyes :(

@cleggie My guess is he did not wish to share how much he lavished on himself as his gains were ill gotten (see his discussion with Anne on how to distribute the funds from closed monasteries).
