Both as the formula is really derived from completing the square.. Try both and compare the methods. Use the one that is quickest for you. I would always use the formula though if I had 2x squared or -3x squared etc rather than just x squared as I find it quicker.

This is good, but maybe an easier way to get rid of the positive 9 is to just think "what number do i need to add to positive 9 to make it minus 1?" Answer: minus 10.

You would only need to do that if the x^2 term was 2x^2, 3x^2 etc
