It's a good pool complex but try find some building tutorial and use shyguys rock set insted of the one you use now.

these rocks are a little square or something. shyguys rocks er more smooth.

He probaly did it in a custom scenario or sandbox mode, which is where you can do anything you want, price isnt a factor. If thats what you mean i hope it helped, if not be more specific about what you "Cant do in it"

The rocks are Custom Scenery Objects. As I don't have any CSOs installed, I can't tell you where exactly to get those, but Google should be able to help out...
