100cc is bikes only to start off, then you can unlock "Karts & Bikes". I don't really understand why they did that.

You can use the GC controller and the wii wheel is pretty hard to use IMO but some use it really well

No you can't record your voice, there are set voices for Miis ingame.

It's official: The Mii is the most hilarious character in the game. He doesn't even have to say anything special. Unfortunately, the American release of this will have us racing against multitudes of Adolf Hitlers and Mr. T's.
