I think that someone pushed the E-Stop button on the ride, which stops the lifts (notice the log on the lift), and if I am not mistaken it drains the water from the track (it has been years since I operated it).
Now the real tragedy would be someone on the Pirate ship in the background pushing the E-Stop, if that happens the tires and motors that run the ride both shut off and drop (two sets of moters spin tires which alternate going up and down to keep the ride propelled)....
...If they are shut down, the ride will continue to run until gravity takes over and stops it (about 30-45 minutes to fully stop if I remember correctly).
