teacups is slang for any dog that is under five pounds. standard maltese are five to seven pounds. but the breed standard call for them to be anything under seven pounds but four to six pounds is prefered. But if you're thinking of getting a teacup, please get them from a reputable breeder that shows her malts. Keep in mind, the tinier they are the more problems you will have.
