It's a great idea to use small, tiling maps to add detail to other maps.
A few simple ideas for detail maps:
Photoshop - Use a "render > Clouds" filter, make it a normal map and then tile it in the UE and mix it with your rock/ground surface normal map.
For face close-ups, you can use a "noise" filter in Photoshop, tile it in the UE3, mask it so it only gets applied to the skin areas of a face, then mix it with your normal map and/or specular map for very detailed low res skin pores.

Thank You! It help quickly to see how bad designed most of GUI tools of UDK. At same time engine is still great!
