    'Ich bin ein Berliner' means 'I am a Berliner' in German. The Simpson's is parodying the quote by taking it out of context, in his famous speech he was just trying to show his support for the Germans who were under social reform with the erection of the Berlin wall. The saying itself was realistically just a warning to the Russians during the Cold War that the US had allies.
