That needs to be fixed in Liu Kang and a few others by the same author. Gouki/Akuma has some pretty good AI, and is a nearly perfect game-to-MUGEN translation. The only things that would make him better is to have the "Akuma Wins" quote and his AI slightly increased.
Much like saying Mortal Kombat is better than the arcade game based on Street Fighter: The Movie. But if you mean by how tough Liu Kang is, then that's like saying Psycho Shredder is better than Cheap Boss Type.
well in their digitized live action forms liu kang seems to have more offensive capabilities than akuma. That bicycle kick and those 2 supers are insane.
And the Guile Character (also from the movie)is just basically Jean Claud Van Dam in fighting game form. Which is worse to imagine than to relive all of his crappy movies except blood sport, kickboxer, and others I thought were strangely good(okay).

Akuma was in the arcade version of the game, and was a hidden character in the Sega Saturn and Playstation version. But not in the actual movie.

Akuma was not even in the movie or original game. The character is a sprite edit of SFTM ryu.
