I'd recommend buying the small puppy version. It's tailored to high-energy, sharp toothed little puppies, though it's a little more durable than the cat version. If they manage to destroy the puppy version quickly, move up one more size, but be sure to monitor play time with it, ask your local veterinarian if moving up will be alright for your cats.
