There are two reasons for this:

1. He couldn't floor it cause the supra's RWD traction isn't very good with these amount of horsepower., i.e. there is a small chance that he would spinn out.

2. He was really only able to accelerate at 0:38, but 10 seconds after traffic came, so he let of the throttle be safe.
