In Estonia most people speak Estonian. If you refuse to do that you make the other person work for you. You become dominant, they become servile.

I think that this is rude. I have seen it happen frequently in Estonia. And rather barking 'speak Estonian' as they would in most other countries, Estonians just say nothing and back these rather passive aggressive laws. Maybe they should be just ruder. It works in America.

just like in the U.S. you have to pass the exam to get the citizenship, they dont require english but the test itself is in english, therefore you have to speak it in order to live there.
