You want to punish outsourcing, but how about addressing the reason they are outsourcing in the first place. One big reason is that government taxation, both federal and local, make it hard to compete with foreign manufacturing costs, even when all the shipping and logistics are added into the cost. The problem with this government and its entrenched bureaucrats is that they (and you?) think that entrepreneurs are to blame, when restrictive regulations and taxation are a huge disincentive here.
