this seems all very strange. Why could the Bishop not vest in the sacristy as usual? and why is the existing high alter not used - a free standing alter was never used in the old rite. Please explain!
Please see Adrian Fortescue's "The Ceremonies of the Roman Rite Described" under "Pontifical Mass at the Faldstool." In a Pontifical Mass the celebrant vests in a chapel or in the church itself. I assume the mensa of the high altar has been "altered", besides this, it appears to be on the same level as the post-conciliar altar and would therefore not be visible. Having the New altar behind them would also block the deacon and subdeacon in the performance of their duties.
could be, but I have seen many an old high altar such as the one in the national shrine of our lady that is with a badenchino over it and could have mass faceing both ways, but they still have an ugly new altar they used since after the post vatican 2 era.
The High Altar does not exist in this church, despite how it appears on the video. It was destroyed during a wreckovation and only a few inches of the old Altar remain. Currently, the free standing Altar is the only altar and it has been moved back by the Tabernacle. The ultimate goal is to rework the sanctuary so that there is once again a traditional High Altar. I hope this answers your question about the High Altar, and I apologize if someone has beaten me to it.
why aren't they using the High altar?

Que triste que algunas personas están rechazando las reformas del Segundo Concilio Vaticano.

Ah yes, but never in the Sanctuary. I take your point on the alter situation though. The post-conciliar alter is probably immovable.
