As far as I know military landing minimums are even lower than civilian minimums printed on Jeppesen approach plates. Concluding that the maps are partially to blame is ??? One question comes to my mind. How many hours of experience had the crew and how much pressure was on them to land despite the weather!!! Very sad. RIP
This all happened before 3:00 in the afternoon. Why is it all shot as if it's in the middle of the night? It may have been raining but it was day time.
The airport at Dubrovnik was far below modern standards just like our airports in the states. Antiquated equipment, an FAA who is more interested in promoting air travel than regulating it, and overworked atc staff all culminate in hundreds or near collisions every year at America's airports. So our standards are just a smidgen better than they are in Dubrovnik..and that's being honest about it.
Now concerning the bad economy we have in the united states, a lot of people, including my friends who just graduated from high school with me, are always yelling for bigger regulation on private industries in all areas from safety to financial matters. I personally find it ironic that the events of this video, even though they took place 14years ago seem to indicate that the government is the one who needs more regulating in terms of setting standards for itself to run by
Budget cuts and bureaucracy instead of common sense, a fatal combination. The 'high ranking officers' who make such bad decisions are not the ones who have to die in events like this. And because they get away with it so often they think it will just be fine over and over again. It's ironic how the people who make the decions that affect everyone else are rarely subject to the consequences of their decisions. Let the experienced pilots who fly the plane decide how it should be done.
This is very similar to the polish crash that happened recently that killed their president and other important people. bad weather, old planes, and political pressures to land no matter how. well they landed alright,.. on a mountain.
What these pilots were facing was probably a lot of pressure. Mission oriented, they were told to get these people to where they wanted to go and do it. No one wanted to miss their press conferences and appearances. When you get to a certain level people tend to push the edge of the envelope despite normal procedures. In all likelihood, they wanted to get there because they were told to get there.
I really dont think the Pilots shoulds have been blamed, they were working with what they had, its not their fault all the systems they had to use were faulty in some way!

An ADF arrow always points at an NDB. If they flew over the NDB as the USAF Airborne radar charting shows, then the pilot should not have been off course. The other instrument that records turns and maneuvers should have been checked against the ADF. Approaches using a single NDB are taught in basic flight training, and date from the 1930's but rarely used in the US today
@Brathaw I understand that it has been dumbed down but like this show always says its a combination of factors that leads to a tragedy like this. Also from my understanding the pilots were given unapproved charts, this leads me to believe that with the correct information they may not have gone off course. In addition, had the airport been properly equipped they may have been able to correct the planes position.
@jwild19 Well according to the show they would have gone off course even with a better chart because of their faulty IMS. But they would probably have made a Missed Approach seeing that the airport wasn't where they would expect it to be.

@jwild19 No, you are absolutely right here. But they made mistakes as well. In the scheme of things pilot error was at the bottom of the list of who's to blame... but they are still on the list.
Had the USAF ruled not to use the airport till the charts and equipment were updated, this may never have happened, but if the pilot had followed his training, (and without a black box, it appears he hadn't ) it still may never have happened.

I do believe that pilot error was a factor however part of their training when attempting a NDB approach requires 2 ADFs, this plane only had 1. Their ADF can only pick up 1 NDB at a time, having to switch btw the NDB just made their jobs more difficult. I still dont think they r responsilbe 4 the crash. :)

I've made several approaches using only one NDB, and thus only one ADF. Switching channels would have made the attempt worse. But, I can agree to disagree here. I'm not a professional pilot, and only fly between a few familiar airports, and wouldn't even attempt that approach in those conditions, so I am in no way an expert. :)
@Brathaw This crash might have some points in common with the crash that happened recently with the Polish prime minister ; when there is much stress due to VIPs, time schedule, etc, you are pushed to do things that you normally wouldn't do.

I remember this and always wandered what really happened to this flight and now I know. Very sad. All of us in Dubrovnik were saddened by this tragedy. One of the controllers in the control tower took his own life after this tragedy. I guess he felt somewhat responsible for the crash. Yugmnivek is right. I have been flying as a commercial pilot for years and have never flown an aircraft without a GPS. I find it really odd that this navigational system was not even mentioned in the report. However it is possible that the 737 did not have a current database for that region... Poor pilots and crew.
