Poland, Estonia, Lithuania and Latvia 1939, Manchuria 1945, Hungary 1956, Afghanistan 1979. In its earlier history it started some of the Russian-Turkish wars. When confronted with really powerful states, Russia wasn't the agressor but it doesn't apply in the case where Russia met with smaller or weakened opponents.
