I don't agree Sovorakan, sorry to say: The Russian government, whether Soviet or not, started several wars throughout its history.

Poland, Estonia, Lithuania and Latvia 1939, Manchuria 1945, Hungary 1956, Afghanistan 1979. In its earlier history it started some of the Russian-Turkish wars. When confronted with really powerful states, Russia wasn't the agressor but it doesn't apply in the case where Russia met with smaller or weakened opponents.
