As for good non-attacking moves, I'd say Stealth Rock and Dragon Dance should be making this list. Definitely Recover, Milk Drink, Slack Off, etc.

earthquake is bad in double battles because it hurts ally pokemon. one time when i was playin xd gale of darkness my umbreon died and all that was left was manetric so i sent it out. I had assigned camrupt to use eartquake previously, so when it finally did it killed my manetric.

I believe Meteor Mash deserves an honorable mention. It has 100 base power and has a 20% chance of raising Attack; not too shabby.

1=45

2-60

3=75 etc
