Thats not true; its a Turkish track. Sehnaz Longa was composed by Santuri Ethem Efendi, who is a Turkish musician.
As for the Longa style in general; some says its Bulgarian originated, some says its Romanian or some says its Gypsy, after all we all have Gypsies in all east mediterranean countries; just like you said. And I understand the heavy influence would travel fast in the close geography but this specific track, Sehnaz Longa, is Turkish.
We can say this music which was composed by a Turkish musician became a common cultural part of mediterrian countries. Anyway, I like the performance and appreciated. Take a look at this video also. Write Selim Sesler in youtube and listen sehnaz longa.

Oud is not Greek or Turk. Its creator was Manolis Venios ( Manol ) in Instabul who was Greek. Search him in Google
