You could try giving him hay. Tie a bucket up around where his lead rope is so that he can eat while you pull. It'll keep him distracted and after a few goes at it, he may begin to associate pulling with being fed. In a while, you might actually have a horse that looks forward to getting his mane pulled! It's worth a shot. ;)
