If you have declared that this area is part of your capital, then the Arabs living there should by definition be Israeli citizens and afforded the same rights as Jewish Israeli citizens. However, we know that's not the case, although you will always hear people telling us about how good Arabs have it in Israel. This hardly looks like it suits that description.
