You should always combine radiant barrier with proper attic ventilation. Many houses have insufficient ventilation because contractors generally aren't required to install roof vents, which makes the soffit vents worthless.
You can store things on the temper shield. As far as 40-50% that is a bit high. I imagine you could put it on rafters but would cost more as the lines of the rafters would be somewhat longer.
ConnieVa...aluminum is conductive...if you store anything on it...it would transfer the heat to what you store. Also...it would transfer the heat to the insulation it was laying on. Putting the barrier on the rafters is more expensive but it's out of the way, doesn't collect dust and it lowers the temperature on your ac equipment and ducts...which effects ac performance AND insulation performance. I've also seen floor applications create moisture problems in the trapped insulation.
Those claims are ridiculous. Radiant barriers work really well but 40-50% off utility bills is bong smoke. I'd suggest putting it on the rafters also...dust accumulation reduces efficiencies and you can't store anything on the foil....it conducts heat and will accelerate degredation.
